The 28-year-old has previously played in the Elite League for London Racers, Newcastle Vipers and Sheffield Steelers.
The no-nonsense forward provided the steel in the Sheffield Steelers last season before ending the year playing for the Bloomington Prairie Thunder in the International Hockey League.
His split season saw him score seven goals as well as racking up 287 minutes in penalties from 75 games.
Bison head coach Ryan Aldridge told the club's official website: "Corny will definitely bring some more toughness to the line-up and he is player no one wants to play against and I am sure he will be become a firm fans favourite.
"He knows what his role is on the team on the ice and is a great guy off it. He will be playing on the third line with the two Brits and I am sure they will benefit from having him out there with them."
Newcastle Vipers have added to their squad by signing former National Hockey League defenceman Chris McAllister for the 2008-09 campaign.
Belfast Giants coach Steve Thornton has also been busy finalising his squad for the new season by signing Canadian enforcer Malcolm Macmillan and forward George Awada.
Macmillan spent the majority of the past three years with Reading Royals in the ECHL as Awada returns for his fifth consecutive season with the Giants.
Steve Thornton believes that the Giants' scoring depth can be the key to his team's Elite League success this season.
