Toulouse were the latest side to come under the Boots 'n' All licensing spotlight.

With clubs being asked to put their bids in for a permit to take part in the competition from 2009, every week Angela Powers will be out and about seeing how the candidates meet the necessary criteria.

And the potential for a second French side to join Super League is one of the most intriguing applications on the table after the success of Catalans Dragons revived interest in the sport in the south of France.

As the fourth largest city in France, Toulouse enjoys a high national profile and a large catchment area, but if the club was to be awarded a place then it would controversially deny a spot to a British side.

If Toulouse Olympique were to reach Super League then they would use the stadium of a nearby rugby union team for home games because it has the magical 12,000 capacity and would earn them a point on their license application.

The club would even use the Stade Ernest Wallon, venue for last Friday's Test match, for bigger games so they also get a tick for meeting the standards of a premier competition.

However, their crowds of 1,500 do not earn them any points and they haven't filled their current home ground to 40 per cent.

The team have struggled on the pitch, finishing seventh in the French league, but the club are confident of attracting elite French players and have a junior development programme in place which could earn them a mark in the future, if not now.

They tick the box for solvency, but not for turnover and having never competed in Super League they have not contributed to the competition.

They haven't broken the salary cap and with the Dragons over 90km away, their location also earns them a point.

Boots 'N' All has calculated that the team would earn a B license and would theoretically reach Super League, although it remains very difficult to directly compare them to English sides.

If Super League wants to expand then some would argue that there must be a second French team, but it would certainly be a brave decision for the RFL to award a place to them ahead of an established English side.
